The Inspector rejected every aspect of the appellants case, save for one, relating to the proposed access to the site.&amp;nbsp;This decision is welcome news&amp;nbsp;for the Royal Borough of Kensington and Chelsea whose Officers will&amp;nbsp;be reassured that they were fully justified in refusing development proposals that they considered&amp;nbsp;against their planning&amp;nbsp;policies for the site and completely unacceptable.
